iPad mini2を使用しています。
はっきり覚えはいないんですけど
多分ios9にupdateした後から
rotational holding function(？)がworkしてないんです。
（現在ios9.1 使っています）

iOS9から追加された、iPadのマルチタスキング（画面分割）が有効なデバイスですと、iOSの仕様により画面の回転ロックができません。
マルチタスキングを無効にすれば良いのですが、アプリごとの設定になり、今のところ回避策がありません。
